More specifically: #1: M&T only allows for 10~20 settler increases per year, making colonization painfully slow. In MEIOU and Taxes, Castile (CAS) starts at war with Aragon (ARA) and Trastámara (ENR). As soon as the setup event fires, CAS gets a disaster (or more accuratly, a time of trouble). During this disaster, CAS has a low unrest boost, and some chance of getting nobles rebelling.

They then have a "Province Looted" modifier that prevents further looting until the owner is at peace. Provinces are also looted when they are occupied by rebels.
